1. Large Scale, Externally Reviewed Research
a. program research has been published in two or more peer review journals or has been reviewed by an independent review panel
b. program research meets the following requirements:
- true experimental or quasi-experimental control group design implemented
- the N per condition >50 for experimental research or >100 for quasi-experimental research
- multiple outcomes assessed
- valid/ reliable instruments used
- results are statistically significant and educationally meaningful
c. program may be whole school model, classroom program, or specific instructional strategy
d. data from multiple years or multiple sites is reported
2. Validated Program Research
a. program research has been reviewed by New York State Validation Panel or National Validation Panel (i.e. Joint Dissemination Review Panel, Program Effectiveness Panel, or U.S. Department of Education's Expert Panels
b. program research meets the following requirements:
- true experimental or quasi-experimental design implemented (including norm-referenced or time series designs)
- the N per condition >50
- valid/ reliable instruments used
- results are statistically significant and educationally meaningful
c. program is operational for more than two years
3. Sharing Success Promising Practices Research
a. program research has been reviewed by the New York State Sharing Success Promising Practices Committee (practitioner review committee)
b. program research indicates improved knowledge, skills, attitudes, or behaviors among the target group
c. program research indicates one or more of the following:
- evidence of long-term project effects on participants
- support for the program among students, staff, parents, and/or the community
- outside recognition of the program from an independent source
- evidence that the program has produced no negative or undesirable effects
d. program is operational for more than two years
4. Research Reviewed by Other Systems
a. program research has been reviewed by an independent review system
b. system criteria is comparable to the criteria used by the New York State Validation Panel or Promising Practices Committee
5. Local Research
a. program research has not been 1) published in two or more peer review journals, or 2) reviewed by an independent review panel
b. evidence meets the minimal requirements of the New York State Promising Practices
